1. What is Absentee/Early Voting?

Absentee voting allows you to cast your official ballot before election day, and optionally by mail. Because Wyoming is a "no-excuse" state it resembles what many other states refer to as Early Voting.

2. Do I have to give a reason to Absentee/Early Vote?

No, in Wyoming any qualified voter may cast their vote by absentee ballot. Absentee voting in Wyoming is "no-excuse", meaning that you do not have to give an excuse to absentee vote.

3. How do I Absentee/Early Vote?

To absentee vote you can:

• Request a Ballot in Person: By visiting the County Clerk, Elections Department in person at the old courthouse.


• Request a Ballot be Mailed to you: By calling the County Clerk, Elections Department at 235-9217 you can request that a ballot be mailed to you.

4. How do I return my Absentee/Early Voting Ballot?

First, seal your ballot in the provided envelope, then make sure to sign the envelope! Envelopes that are not signed can NOT be counted.

After the ballot has been sealed and the envelope signed then you may either:

• Return the envelope by mail: By attaching appropriate postage to the envelope and dropping it into any US Mailbox.


• Return the envelope in person: By dropping it off in person to the County Clerk, Elections Department located in room 154 of the old Courthouse.

5. Do I have to sign the envelope? Will my ballot remain secret?

Yes, you must sign the envelope! If you were to vote at a precinct on election day you would be required to sign a voter slip before you were given a ballot, the absentee envelope serves as the voter slip in this case. Envelopes that are not signed will not be counted, per state law.

Yes your ballot will remain secret. On election day the Absentee Board meets to conduct the process of ensuring that all the envelopes are signed, and opening only those that are. The envelope is then opened and immediately added to the stack of other ballots to be counted, the ballots themselves are not inspected and once a ballot has been placed on the stack there is no way to identify whose ballot is whose.

6. How long do I have to return my ballot?

The signed envelope must be returned to the courthouse (either by mail or otherwise) by 7:00 pm on election day. If you are returning your ballot by mail then you should plan accordingly.

If you do not have enough time to mail you ballot back then you can brink it back to the courthouse any time before the polls close at 7:00 pm on election day.

7. Can I vote Early/Absentee at the courthouse?

Yes, as long as it is not election day. If you are already registered to vote you may take the ballot home with you, or you can mark and cast your ballot at the courthouse until 5:00 pm the day before the election.

8. Are there any disadvantages to Absentee/Early Voting?

There are two main issues to educate yourself on about the way Wyoming's Absentee voting works:

1. If you vote for too many people (for example you accidentally marked two people when you should have marked one) [this is called an overvote] and you submit your ballot at your precinct on election day then the machine would indicate this and give you an opportunity to request another ballot. If you Absentee vote you do not get the same opportunity.


2. If you mail your ballot there is no guarantee that the postal service will return the ballot on time. You can always return your ballot in person, if that is an option for your situation

9. Can I have someone else return my ballot to the courthouse for me?

Yes. You must be the one to request the ballot; however you can have anyone you trust return the ballot to the ballot box at the old courthouse. Just make sure you sign your envelope.

10. I accidently marked the wrong space on my ballot, what do I do?

Do NOT include a note or X out the mistaken vote. You can request a new ballot by calling the Elections Department at 235-9217.

Wyoming does not have a voter intent law so if a ballot is read by the machine then that is the vote we must tally. A space with too many marks, such as what happens when someone marks an X through a mistaken vote, is called an "overvote" and your vote will not be counted in that contest.

1. How is my property valued?

Values are determined by comparing your property with properties that are similar in location, style, size, age, and amenities. The market value is determined using recent sales of similar properties.

2. How do I read my Notice of Assessment

3. Can my property taxes increase more than 25% in one year?

Yes they can. Currently there is no ceiling on the amount property taxes can increase in one year. If a ceiling on the amount of increase of property taxes were initiated it would necessitate legislative action.

4. What if I don't agree with what you have determined to be my property value?

If you don't agree with the value, you can contact our office within the 30-day appeal period and initiate an informal appeal. An informal appeal consists of a staff person and you reviewing the information we have on record regarding your property. In addition to the office review, if needed, a physical review of the property will be done. Once the informal review has been completed, you will be notified of the results. If you are content with the results the appeal process ends here. If the results of the review are not to your satisfaction, you may file a formal appeal with this office. An appeal hearing will be scheduled for you to meet with the County Board of Equalization to present your evidence as to why you think the Assessor's determined value is incorrect.

1. When do I need a building permit?

Before constructing any structure please contact the Building Department at (307) 235-9435. A permit is required on any structure over 120 square feet.

2. How do I apply for a building permit?

3. What kind of plans do I need to submit?

You will need to submit various plans pertaining to what you are building:

• Plumbing - Pipe placement (waste, vent, water, gas) and plumbing appliance location


• Heating - Heating structure and location of heating appliance (gas, propane, wood, and pellet)


• Appliances - What are you placing in the structure (stove, refrigerator, etc.)


• Elevation - Height of walls, and roof pitch


• Electrical - Service size, lights, and outlets


• Footprint - Footprint of your structure


• Foundation - Type, footer size, depth, and amount of reinforcement steel used.


• Framing Details - Framing material size and type of lumber, openings, beams, truss and joist details, and exterior sheathing

According to the county clerk’s fees as per Wyoming statutes 18-3-402 and 34.1-9-409 and others, the county clerk shall collect and remit to the county treasurer the following real estate recording fees:

• Recording charges for any instrument - first page is $8 and each additional page is $3


• Plats filed (including cemeteries and amended plats) - $50


• File survey maps as defined in W.S. 33-29-111 - $25


• Recording charge for more than 10 sections, blocks, lots, or tract descriptions (each additional over 10) - $1

1. What is the duty of the coroner as mandated by Wyoming State statute?

The duty of the Natrona County coroner is to determine the manner and cause of death, as well as a positive ID of the decedent.

2. What types of cases does the coroner handle?

The coroner is responsible for investigating and determining cause of death for any person found or lying within the coroner's county, whose death is suspected as being caused by:

• Anesthetic accident (O.R.)


• Anything work-related


• Asphyxia, Drowning


• Blunt trauma (blows)


• Burns


• Carbon monoxide poisoning


• Cutting or stabbing


• Drug overdose, poison ingestion


• Electric shock


• Falls


• Firearm


• Fractures of bones


• Hanging


• Suffocation


• Strangulation


• Vehicular collisions


• Weather-related (exposure)

The coroner is also responsible for investigating the following:

• A maternal or fetal death due to abortion, sex crime, or a crime against nature


• A suspicious, obscure, or mysterious death


• A death where addiction to alcohol or drugs may have been a contributing cause


• A natural death where the decedent was not attended by a licensed physician


• Deaths occurring in any jail or other correctional institution


• Sudden or violent death, whether apparently suicide, homicide, or accidental

3. Who reports the death to the coroner?

Deaths are reported to the coroner by every law enforcement official, funeral director, ambulance attendant, hospital director, administrator, or person having custody of the body. Any physician in attendance upon such a decedent at the time of his/her death, shall also notify the coroner promptly.

4. Who signs the death certificate and where do I obtain one?

Every coroner, as soon as they have completed their investigation of the cause and circumstances to a death occurring within their jurisdiction, shall complete the medical portion of the death certificate.

The Coroner’s Office never issues the death certificate. A death certificate can be obtained by contacting your funeral home of by requesting one from Wyoming Vitals and Statistics.

5. What is an autopsy and where are they performed?

An autopsy is a surgical procedure (internal and external examination of the body) used to aid the coroner in establishing a cause of death in those cases where the cause cannot be established with a reasonable degree of certainty without an autopsy or mandated by state statue.

An autopsy is performed by a licensed forensic pathologist. Presently, there is no licensed forensic pathologist practicing in Wyoming. Therefore, the body is taken by our office to an outside hospital where our staff participates in the autopsy and returns with the body the same day.

6. Can I get a copy of the autopsy report and how long does it take?

At the time of autopsy, the forensic pathologist collects tissue slides, toxicology, and other medical information. Putting together all this information takes time, up to six to eight weeks or more. The immediate family can request a copy of the autopsy in writing from:

7. Does the family need to consent to an autopsy before the coroner may authorize that one be performed?

No. The coroner may order an autopsy to be performed in any case deemed necessary. In matters of death investigation, the coroner has absolute and complete authority and unlimited powers to investigate, order chemical analysis of body tissues, and collaborate with law enforcement.

It is also the practice of the Natrona County coroner to include immediate family members in the steps taken in the investigation to inform and educate them as the investigation progresses.

The family needs to be involved in the questions of why, what, where, and how surrounding the death of their loved one. The coroner will make every effort to inform the family of any new findings or results of the autopsy.

8. What are the responsibilities of the coroner?

The responsibilities of the coroner are to ensure that the proper scientific studies are performed as well as:

• Certifying death certificates and cremation authorizations


• Evidence collecting


• Fingerprinting


• Forensic photo documentation


• Meeting with immediate family


• Notification of death to legal next of kin


• On-scene investigation


• Presiding at autopsies


• Taking and gathering reports


• Toxicology tests


• Transportation of victims assuring chain of evidence security

Coroner Family Information

1. Why is the coroner's office involved with this death?

The coroner's office is an office that is run by an elected official. By state statute the coroner's office has jurisdiction over certain deaths in order to determine the cause and manner of death. The following would be examples of cases that the coroner's office would look into:

* Sudden, unexpected deaths
* Deaths of persons who have not been seen by a physician within the last sixty (60) days
* Any death determined to be a health hazard
* Any violent deaths (homicide, suicide)
* Any deaths that are the result of an accident
* Any unusual or unexplained deaths
* Any deaths suspicious of violence
* Any hospital death where the original admission involved any of the above.

2. When will my loved one be released from the coroner's office?

The body will be released to the funeral home of the family's choice following the coroner's exam to determine the cause and manner of death. If there is sufficient medical history along with sufficient explanation surrounding the death and if there is no evidence of foul play, the body will be released to the funeral home that your family has chosen. If, however, there is any evidence of foul play or if the circumstances of the death that thought to be unusual, an autopsy is usually performed to determine the cause and manner of death.

Viewing and visitation are then permitted by the funeral home. If the family wants an autopsy they may contact a private pathologist for a private autopsy. There is a fee for private autopsies. There is no charge to a family if a coroner's forensic autopsy is performed. Autopsies will not prevent a family from having an open-casket funeral or interfere with viewing of the deceased in a normal manner. Once the body leaves the jurisdiction of the coroner's office, your communication should take place with the funeral home..

NOTE: The decision to perform an autopsy rests with the coroner's office. Family objections may be noted, but an autopsy may be required due to suspicion of violence in the death.

3. Are autopsies always performed in coroner's cases?

No. Autopsies are not always needed if the manner and cause of death can be determined by the coroner with evidence through investigations. A coroner investigator and law enforcement gather the information concerning the circumstances of a death, including medical and social history.

4. How do I obtain a copy of the death certificate?

Death certificates are never issued by the coroner's office. You may request a copy from the funeral home where arrangements are made.

5. Will my loved one still be able to participate in the Anatomical Gift Act and be a donor?

Yes. What a more appropriate venue than the Coroner's office to promote organ, tissue and cornea donations as gifts of life. As a forensic nurse the coroner is dedicated in promoting and facilitating organ and tissue donation. Our office is committed to carrying out a person's wishes to be a lifesaving donor. Through our partnership with Donor Alliance and Rocky Mountain Lions Eye Bank, we make donation an option for the families that we serve.

6. What do I do now?

A lot of information will be shared with you and your family. You will need to make several decisions. The following is a suggested list to help guide you and your loved ones:

1. Determine who the legal next of kin is to make decisions on the decedent's behalf.
2. You will need to select a funeral home to assist you in making funeral arrangements and to coordinate the final disposition of your love one's remains
3. Once you have chosen a funeral home, the funeral director will make arrangements to pick up and transport your loved one's remains back to the funeral home following our examination.
4. Finally, remember to check in on yourself. Stress can come into one's life quickly and unexpectedly. Do not be afraid to use resources available to you in your community.

The Commissioner’s Office is located on the first floor of the Natrona County Courthouse. There is a copying charge if you would like a photocopy of any document. The charge is $0.25 for first page and $0.10 for each additional page.

2. How do I get a taped copy of the commissioners' meetings?

The Natrona County Commissioners' Office keeps recordings of the Natrona County Commission's meetings. You can request a copy of a recording by completing a Records Request Form. For more information, contact the Commissioners' Office at (307) 235-9202. There is a charge of $10 for each audio CD (80 minutes per CD). 

3. How do I appeal an assessment?

While the assessor is responsible for the appraisal of property in a county, it is the responsibility of the County Commissioners, convening as the Board of Equalization (BOE), to correct assessment errors when the property owner appeals the assessment.

The completed valuation appeal forms should be returned to the Commissioners’ Office as quickly as possible. If a hearing is requested, a hearing will be scheduled for the next available session during BOE. 

An appraiser will review the appeal and contact the appellant to see if an agreement can be made. If an agreement is reached, contact the Commissioners' Office immediately to cancel the hearing. If an agreement cannot be reached, arrive at the scheduled hearing time prepared to present support for your appeal.

2. How do I bond someone out of jail?

The Natrona County Detention Center is on administrative lock down from 5:30 am to 6:00 am, from 11:00 am to 1:00 pm, and from 4:00 pm to 6:00 pm. During these times, the facility will not release inmates on bond. Monday through Friday from 8:00 am to 11:00 am and from 1:00 pm to 4:00 pm, use the first entrance into the facility to pay the bond for the inmate.

1. What is 4-H?

4-H is an informal practical, learning-by-doing educational program for youth. Professional and volunteer staff provide educational projects and activities in shooting sports, animal science, family and consumer sciences, leisure arts, citizenship and leadership. It is the youth component of the University of Wyoming Cooperative Extension Service in Natrona County.

Jury Duty

1. What if I have a vacation scheduled?

When submitting your Affidavit, you can request your vacation time off by supplying the dates, signing and dating the form. If you plan a vacation after you have submitted your form, you may call the Clerk of District Court's Jury office at (307) 235-9247 and request to be excused during vacation times.

2. How do I get excused for a medical condition?

If you have a medical condition which precludes you from serving as a juror, we request you ask your doctor for a short statement indicating your inability to serve. We do not need to know the type of condition or any medical information, only that you are unable to serve.

3. What if my job takes me out of town or I work out of town?

You are notified one week in advance in order to notify your employer and adjust your schedule.

4. Who do I notify if I change my address or phone number?

5. Can I be excused for being a full-time student?

No.

6. What if I attend a college out of town or state?

You are excused until the time you return for summer or Christmas break.

7. How do I get excused for school finals?

2. I got a new car - can I get credit for the plates I bought for my old car because I don't drive it anymore?

We cannot give credit for transfer from a car that you still own, even if you no longer drive that car. Most of the tax you're paying on your car is not a use tax - it's an ownership tax, similar to the tax on your house. Actually driving the car or not doesn't make a difference.

3. Do I have to pay sales tax before I drive my new car?

The tax must be paid within the 45- or 50- day time limit regardless of your intended use of the vehicle. We can collect the sales tax without registering your car.

1. When do I get my tax bill?

Tax notices are sent to all taxpayers around the first week of September. Some years it may be a little bit earlier, some may be a little later. We send over 40,000 notices each year, and unfortunately some do get lost or are wrongly delivered. If you do not have your notices by the end of September, please call us at (307) 235-9370 and we'll gladly send out copies.

2. How do I read my tax bill?

3. When are my taxes due?

Taxes are payable in two installments. The first installment is delinquent after November 10, and the second installment is delinquent after May 10 of the following year. The law does allow us to forgive the interest due on the first installment if you pay your entire year's tax on or before December 31.

4. Why is the tax bill for my property in the old owner's name?

Taxes are assessed to the owner of the property on January 1 of the tax year. If your property was purchased and the deed was recorded after after January 1, it will appear in the old owner's name.
